Maine Towns Frustrated by Governor's Refusal to Release Bonds

Gov. Paul LePage is vowing to hold the line on state borrowing, and maintains that he has the right to defer the sale of voter-approved bonds until 2014. The decision has placed millions of dollars of improvement projects on hold in nearly a dozen communities. But LePage says the state is carrying too much debt. An emeritus professor at the University of Maine School of Law is challenging LePage's position, but he also says it's unlikely that the matter will ever reach court.
